  • Dr. Iker de Luisa - General Manager of the Mexican Railway Association (AMF)

Iker de Luisa participated in the negotiations between federal, state and municipal governments with Kansas City Southern de México and Ferromex for the master plan of the rail bypass at Celaya, Guanajuato. He is a member of the Board of Directors of the Association of American Railroads (AAR) and collaborates with the Transportation Commission at the National Chamber of Industries (CONCAMIN) and the Mexican Council of Transportation and Logistics (CMET). Dr. de Luisa has been a consultant specializing in freight and passenger railroad projects. He has a bachelor's degree in Business Administration from ITAM, a PhD in Economic Development from the University of Birmingham (GB) and a Diploma in Global Logistics from California State University (Long Beach).

  • Luisa Fernandez-Willey - Assistant Vice President, Policy & Economics Department at the Association of American Railroads (AAR)

     

    Luisa Fernandez-Willey is the Assistant Vice President at the Policy & Economics Department at Association of American Railroads (AAR), where she leads economic and statistical analyses on a broad range of issues affecting the freight railroad industry.  Luisa designs, implements, and manages data modernization efforts using cutting edge technology such as machine learning to support AAR’s research and analysis goals.  Luisa is also an expert in Mexican freight rail and regulatory matters.  Prior to joining AAR, her professional experience included financial management consulting for private-sector clients and economic research supporting the Maryland state government. 

    Luisa has served as a university lecturer and has published scholarly research in a peer-reviewed international academic journal. Luisa holds a M.A. in Economics from the University of Missouri-Kansas City and a M.Sc. in Business and Economic Forecasting from Kingston University-London.  She has also completed Michigan State University’s Railway Management Certification Program.

  • Linda Hernandez Carrillo - Director, Industrial Development Sales and Marketing at Kansas City Southern de Mexico (KCSM)

Linda joined KCSM in 2008 where she’s held vital roles in the Sales and Marketing Department. Since 2019, Linda has held the position of Director of Industrial Development for Mexico where her focus is on building new customer facilities and nearshoring opportunities throughout the KCSM network. Linda joined KCSM in 2008 where she’s held vital roles in the Sales and Marketing Department.
